Attorney General Jay Jones Announces Key Personnel Appointments  

RICHMOND, Va. — Today, Attorney General Jay Jones announced the appointment of Kendra Wergin as the Deputy Attorney General for the Commerce and Infrastructure Division, and Randy Eads as the Deputy Attorney General for the newly established Government Support Services Division. Attorney General Jones also appointed former Deputy Attorney General for Commerce & Infrastructure, Travis Nembhard, as Special Counsel for Opinions & Outside Counsel Relations, where he will continue to leverage his extensive local government and regulatory experience. 

The appointment of these senior leaders, and the creation of the new Government Support Services Division will enhance the office’s ability to provide world-class services to its clients, and the people of Virginia.

I am also thrilled that Travis Nembhard has taken on the new Special Counsel position and will continue to be an incredibly valuable member of our team at the OAG.” 

Kendra Wergin, a Richmond native, joins the Attorney General’s office following more than a decade of experience practicing corporate and international law. Kendra is a multilingual attorney who has served abroad as general counsel to several international corporations and has prior experience practicing international criminal law. As Deputy Attorney General for Commerce & Infrastructure, Kendra will leverage her extensive legal and leadership experience to her oversight of the Transportation, Infrastructure and Construction, Real Estate and Land Use, and Environment sections.

The matters handled by the Commerce and Infrastructure Division impact the daily lives of all Virginians, and my goal is to work with the members of the Division to further their critical work on these issues to the best of my ability,” said Kendra Wergin, Incoming Deputy Attorney General for Commerce and Infrastructure.   

Randall (Randy) Eads, a Southwest Virginia native and current General Counsel to AG Jones, will remain General Counsel and now serve as the Deputy Attorney General for the newly-established Government Support Services Division. This new division will include the existing General Counsel responsibilities, as well as the Financial Law and Government Support and Technology and Procurement sections.   

Attorney General Jones has also appointed former Deputy Attorney General for Commerce & Infrastructure, Travis Nembhard, as Special Counsel for Opinions & Outside Counsel Relations, where his legal analysis, policy experience, and breadth of knowledge make him well-suited to support our General Counsel in the opinions process, while helping us optimize our agency resources and navigate outside counsel engagements. 

The appointments will be effective September 10, 2026. 

Kendra Wergin, Deputy Attorney General for Commerce & Infrastructure 

Kendra Wergin is a multilingual attorney with a diverse background in corporate and international law. She returned to her hometown of Richmond, Virginia in 2025 after more than a decade practicing law abroad, first in the London and Paris offices of Latham & Watkins and most recently as the General Counsel of Valneva, a Nasdaq-listed European vaccine biotech company. Kendra also has prior experience working in international criminal law, including at the International Criminal Tribunal for the former Yugoslavia in The Hague and as a trial observer with the National Lawyers Guild, and she has published award-winning research on the Tribunal’s genocide jurisprudence. Prior to law school, Kendra’s career primarily focused on public service, first as a Teach For America corps member teaching high school Spanish and later at the central office of D.C. Public Schools, where she helped to implement an innovative teacher evaluation system. She also worked as a strategic communications consultant for Booz Allen Hamilton, supporting efforts to improve mental health services for current and former members of the U.S. military. Kendra earned her J.D. from the University of Virginia School of Law and a Master of Economic Law from the Paris Institute of Political Studies (Sciences Po). She also holds a Bachelor of Arts in International Relations and Hispanic Studies from the College of William & Mary and a Master of Arts in Teaching from American University. Kendra is admitted to the bars of Virginia, New York, California, and the District of Columbia.
